Scribe list for task force calls

As discussed in the task force teleconference today, I created a scribe
rotation in the wiki to help make scribe selection quicker and more fair.

For the most part, I will manage the data in the list. If I appear to
have mis-categorized anybody, let me know. The rotation is currently
alphabetical, taking into account how many times a given person has
scribed before.
