For instance is it something like: Step 1: HTML WG member sends a message to the HTML working group addressing the "Revisiting this Issue" points in the original decision, providing rationale, and asking for the issue to be reopened. Step 2: Discussion on the HTML working group list. Step 3: Poll the HTML working group to determine if reopening is merited. Step 4: Decision by the Chairs on reopening. Step 5a: If decision is no, the issue is not reopened.
