A survey is available in preparation for discussion and formal decision on text alternatives: http://www.w3.org/2002/09/wbs/44061/20040422_text-alt/ Further to discussion since the face-to-face meeting in the past couple weeks, this change proposal does include that a missing text alternative should be an error in conformance checkers. We expect the error text would reference additional guidance on text alternatives in WCAG support materials. By popular request, this survey includes an explicit "abstain" option. It does not also include a "concur" option as we find people find both a concur and abstain option confusing.
