The CSS WG has published an updated Working Draft of the CSS Typed
Object Model Module Level 1:

This module defines a "typed" object model for CSS - a large number of
JS classes representing CSS values, as opposed to the "string-based"
OM defined by the CSSOM module.
This module has seen significant changes since the last WD, including
a complete and significant rewrite of the numeric classes.
Please review the draft, and file any comments in the GitHub
repository at <https://github.com/w3c/css-houdini-drafts/issues>, with
`[css-typed-om]` in the subject line.
