Re: [css-houdini-drafts] [css-typed-om-1] Handle `<decibel>` and `<semitones>` (#1075)

Actually I'm going to avoid adding these for now, as they're not relevant to the web and the spec thus isn't actually stable in practice. I did add some additional text saying that the set of unit shorthand methods (like `CSS.px()`) must match the set of units supported by the browser, but only those that correspond to the existing CSSNumericType values; if they're new types (like dB and st would be, as additive-loudness and multiplicative-loudness) they *must not* be supported, and the impl should ask for them to be added to Typed OM explicitly.
