I think these are low risk changes, especially adding the "subject to change" paragraph to VideoPlaybackQuality that we've already reviewed. If you agree, I'll merge them and we can handle any clean-up by a new issue. I think Matt should continue to focus on the seekable change and get in a first PR on it.
