[hardware-based secure services CG] when will we be ready to move to a WG ?

Dear all,

Some benchmarking documentation to help us to evaluate if we are ready to face W3C and ask the creation of a WG.

-           Web incubation Interest Group, which job is to design the future features landing in the web platform WG (handling HTML5) has created a set of criteria for moving a specific feature to a W3C WG. The document template is here https://wicg.github.io/admin/intent-to-migrate.html

-          In addition the W3C Advisory Board has designed a guideline for presenting to W3C a new WG, it is here : https://github.com/w3c/standards-track/blob/master/bp.md

Lets keep those references in mind.
