By "out of scope", I meant it is not in the domain of
http://www.w3.org/TR/2007/CR-grddl-20070502/ .  Specifically, an
"in-transit" XML message doesn't match the antecedent of the rules as
currently stated, but only because it doesn't have an identifier.
Whether or not it is an "Information Resource", I cannot say (things
that make you go hmm...).  

Afterall, all of its "essential characteristics" *can* be conveyed in a
message (per [WEBARCH] definition) if that message is itself.  In which
case, its representation would also be itself.
