I think it would not only be helpful, but essential to have more than just normative references in the spec, a handful of tests and a 1-2 sentences along with the tests. My preference would (in order): A standalone WG Note, an informative appendix to the spec, and informative appendix to test cases doc. It would also be an opportunity to address (with some measure of clarity) David Beckett's recent question [1] regarding base URI and it's relation to resolving URIs within a transform.
