PS While I am not strongly advocating adding new tests at this stage, one relevant factoid is that the new tests found a bug in the Jena GRDDL Reader, which I have also fixed. The tests also found bugs in the new library code, which I have fixed. The Jena GRDDL Reader bug was that, in the case of an HTML document that did not include the GRDDL profile, (such as the input to these tests), I did not get to the code that implemented html:base.
