As I see it, to get to PR we need to do the following:
a) publish primer as WG Note
b) address last remaining comment(s)
I think this is just DBooth3, I'll update the comments disposition
doc soonish.
c) OK library changes
I still need to finish some tests for the library changes.
d) wrap up grddl namespace doc? [Have we done this]

e) agree the latest version of Test Cases
f) agree the latest version of the Spec
g) vote for PR
What I understood from Dan last week is that his preference is to aim
for (a)-(d) [and anything else that I have forgotten] this week, and the
PR vote next week.
On primer - I should check that my comments about the transforms not
working have all been addressed.
On primer - there was the issue about informative warning text about the
namespace owner being able to define a GRDDL transform, and that one
shouldn't syntactically reuse the namespace DTD/Schema with a different
semantics
