GRDDL doesn't say that every document must have an RDF expression nor
that it's even possible for every document to have one.

Nope. Please don't try to guess my assumptions. The document author is
free to choose whatever XML dialect they deem suitable for their needs.
The "meaning" of a document could be affected by the specific transform
that's associated with the document and, again, the document author is
free to choose or write the one they desire. I said nothing about
modifying the format.

I don't see it as a restriction when it was never the goal of GRDDL in
