I did look, and I couldn't find anywhere a notion of the base URI of an *element*, so I think we had best avoid that term. I think there is significant danger that it could be interpreted as refering to the namespace of the element. I think it would be best to use only the RFC3986-defined notion of the base URI of the *representation*.
