How is this an incorrect statement?  The document is redirected from
<http://www.w3.org/2001/sw/grddl-wg/td/xmlWithBase> to
<http://www.w3.org/2001/sw/grddl-wg/td/base/xmlWithBase>, and we
determined that this latter URI is therefore the base URI of the
document as described in RFC 3986, section 5.1.3[0].

That said, I do think that the statement may be misleading.  It was
meant to highlight that even with redirection, the xml:base takes
precedence.
