Call for consensus: Publish WebGPU/WGSL First Public Working Draft

Hey all,

This is a Call for Consensus (CfC) after the following resolution in the
2021-04-12 teleconference
<https://github.com/gpuweb/gpuweb/wiki/Minutes-2021-04-12#resolution>:

   1. The WG will publish a First Public Working Draft (FPWD) of the WebGPU
   API <https://gpuweb.github.io/gpuweb/>and WGSL
   <https://gpuweb.github.io/gpuweb/wgsl/> using the latest Editor's Draft
   at the time of publication as its basis,
   2. then keep the FPWD in sync with the Editor's Draft automatically.

Note that the automatic synchronization has no implications with regards to
the patent policy as publications as FPWD, Candidate Recommendation
snapshots and Recommendation are all gated by at least a group resolution.

Please indicate in a reply to this email if you have any concerns with this
plan by 2021-04-29. Silence is considered consent.
