New co-chair and minor charter change coming

Hi,

We had some last minute comments on the charter, particularly with respect to making sure that any software produced by the Group, such as something like ANGLE to serve as an basis for implementation, is clearly available under an acceptable license. We already have the W3C Software License, but we are going to go beyond that, to ensure that contributions are made in a way that provides correct IP grants. This shouldn't really matter to most people - we're just double checking that any software would be available as Open Source the way everyone expects. e.g. contributors *might* have to sign a CLA of some kind if they make a significant patch to the software.

Lawyers at the member companies are working with W3C to get something that we all agree on.

In less boring news, Corentin Wallez from Google, member of the ANGLE project, has agreed to Co-Chair this Community Group. Corentin co-authored Google's NXT proposal for this group, and I know he'll do a fantastic job as Chair.
