This comment below is an essential consideration. Plain language would be a good starting point. However, in most countries and languages this meets less than 50% of readers skills and needs. Our area of expertise is Easy English or Easy {[your language}. It is content for adults written to an average grade 1.5 reading skill level. But importantly there is no assumed knowledge, and no inclusion of words which the general community would consider technical. Happy to talk with you further about this. We are based in Australia. I went through it in about 40 minutes and found a lot to be concerned about. The language as it stands is too complicated for people who do not have an academic background and / or are not native English speakers.
