Status of dcat:dataQuality, dcat:granularity, etc

Hello all,

I'm working on a proposal to publish the World Bank's data catalog through
DCAT and am trying to quickly come up to speed. But first, I just want to
check on the status of the latest draft draft at
http://www.w3.org/TR/vocab-dcat, in light of the Resolutions recorded at
the WG 2012-10-25 meeting, below. Can I assume these resolutions should
(and someday will) be reflected in the latest draft, and just haven't been
added yet?

1. Drop dcat:dataQuality and dcat:granularity
2. define dcat:mediaType as a sub-property of dc:format. Publishers should
use dcat:mediaType to provide a Media Type as defined by IANA. if this is
not available, then publishers may use dc:format

4. replace properties dcat:size and dcat:bytes with one property
dcat:byteSize
5. resolve to publish a new version of DCAT in 2 weeks' time; another draft
in the next 2-3 weeks

Also wondering about dcat:granularity, which I understand was split into
dcat:spatial and dcat:temporal. However, those concepts both pertain to
coverage, whereas granularity means the geographic size of things. For
instance, I might have a dataset with records that have a granularity of
"national" but spatially cover a region described as "South America." Would
appreciate suggestions on how to address this if dcat:granularity is no
longer part of the vocabulary.
