(i18n WG [actioned](https://www.w3.org/International/track/actions/1012) me to reopen this issue.) Even `.message` is not intended to be shown to end users, it is still a piece of natural language text, not a "plain string" (see [string-meta](https://w3c.github.io/string-meta/#plain_strings)) value, and language information is needed. i18n is OK with removing the `.message` attrubite and using `.code` instead, but if we keep `.message`, we'll want to discuss further because we know these leak.
