Re: [geolocation-api] Explicitly limit permission lifetimes (#47)

As mentioned in another recent thread on the permissions language in this specification I believe that it should defer to the algorithms defined in [[PERMISSIONS]](https://www.w3.org/TR/permissions/) and avoid adding custom normative requirements as concepts like granting session- or time-scoped permissions are not specific to geolocation.

That specification should include normative recommendations that implementations take steps to remind users of the permissions that have been granted and avoid persisting permissions for a long time on first grant. Agreeing with @cwilso's comments above this is an active area of experimentation around browser UX and the role of the specification is to ensure compatibility by making sure that the space of possible developer-visible behaviors is well-specified.
