If you mean the definition of "describing" or "primary", I think they're just English. According to my understanding of the [discussions](https://www.w3.org/2020/07/02-i18n-minutes.html#item05) in the i18n WG meeting (the meeting minutes are relatively concise, sorry for that), the word "primarily" means the most important purpose is for debugging, and there may be secondary purposes.
