That is missing the point. The point is that there is no "best way" to solve complex UX issues. There is no "one size fits all" solution that would work best for all users of all browsers. 
Different browsers serve different populations and may have different solutions to the same problem - how to keep users informed about the information they expose to websites, and make sure they don't do so by mistake. This spec needs to make sure that implementers address this issue. But since it's a UX flow issue, it has no business specifying what that solution should look like.
