Procedural steps need to be taken before a contribution can be added to a W3C WG spec from outside the group's current participants. This process is on the fast track and involved parties are informed. The chairs will update this issue when we have new information to share. Meanwhile, technical discussion can continue on this issue. I can assure you everyone is highly motivated to resolve this issue.
