1. It's not using the Win 7 platform. It sends a WCF HTTP request to an endpoint on inference.location.live.com<http://inference.location.live.com> with you unique machine id, OS, timezones and WiFi signatures. 2. The service is currently broken in a number of timezones (or so far, anything outside the US).
