Formatting changes to our Charter

Hi there,

 

Following the true wiki formatting done by Tom Adamich (thanks Tom), I made
small changes, basically related to the proper hierarchy of paragraphs in
the charter. Before "Scope of work" encapsulated too many paragraphs, so we
did not have good hierarchy. It's now corrected.

 

Again, I count on your comments and remarks, before the time of the CfC I
initiated expires (On July 7th).
