Re: [fxtf-drafts] [filter-effects-2] Backdrop filters should not use BackgroundImage (#53)

Look, I am not an expert on how visuals are set up on the browser at all, but I am a web developer, and understand just how broken simple things such as being able to mask or have opacity for items with backdrop filters are in Chromium. It is just flat out broken right now, and it has been since Sept. 29 2016 apparently. That is crazy. 

I know there has been a lot of debate regarding spec and how to implement it, but as a starter, I will just say that other browser such as FireFox seem to have implemented it just fine. So if you are having trouble figuring out what to do, analyze the behavior in their browser. It does everything I would expect the backdrop-filter to do at a minimum, and that standard is unfortunately already very low. The web needs some visual upgrades in CSS.

Bottom line is that there needs to be more time put into this. It is not just a small issue because it is not a security issue. **There are not many visual tools on the web in CSS. The least you can do is make the existing ones work...**
