The spec sentence of `offset-position` is really unclear to me as well. Also, the description of `offset-position` says: > Specifies the initial position of the [offset path](https://drafts.fxtf.org/motion-1/#offset-path). If [position](https://drafts.csswg.org/css-position-3/#propdef-position) is specified with [static](https://drafts.csswg.org/css-position-3/#valdef-position-static), [offset-position](https://drafts.fxtf.org/motion-1/#propdef-offset-position) would be ignored. This words sound like we shouldn't take `offset-position` into account if `position` is static. However, The spec [example 10](https://drafts.fxtf.org/motion-1/#example-c1988e48) applies `offset-position` with static `position`.
