[fxtf-drafts] [geometry-1] DOMMatrix should perhaps describe when zero values should be positive or negative zero (#474)

dbaron has just created a new issue for https://github.com/w3c/fxtf-drafts:

Some methods on [DOMMatrix](https://drafts.fxtf.org/geometry-1/#DOMMatrix) that produce floats might reasonably be interpreted to produce either positive or negative zero.  There is some lack of interop as to which is produced; see [change](https://chromium-review.googlesource.com/c/chromium/src/+/3995410).  (I'd link to the WPT PR... but it doesn't seem to have happened for some reason.)

It may be worth the specification being clearer about when positive zero or negative zero results from various calculations.
