`mask-image` (and co) are (still) implemented behind prefixes (`-webkit-*`) in Blink and WebKit. At least from the former party there's interest in supporting the unprefixed version, but I don't think we can commit to a schedule as to when at the moment. I guess that means moving it to a L2 would be ok if a spec. transition is expect to take place soonish.
