With HDR support, web APIs should be able to use it. For instance, an author could use `plus` to do a dissolve between 2 bright lights. I remember asking the same question to the CSS group and they said it was valid for a color to be over 1. Looking at the css color spec, it seems that they updated the language around `color` but IMO they made it more confusing.
