Re: [fxtf-drafts] [filter-effects-1] Sepia definition should allow for higher quality implementations (#397)

It seems like there might be two differences here:
* the aspects that make it "not a simple matrix transform"
* that one of them produces a result that's a lot yellower than the other

It seems like while it might be reasonable to have the first type of variation, we probably don't want the second type of variation, since developers will build a sequence of filters that produces the appearance that they want, and depending on what they're developing on, they'll get a bad result on the other set of browsers.  It seems like types of variation that would lead developers to choose different numbers in their other filters in the sequence are undesirable from an interoperability perspective.
