Having an icon of one colour (not necessarily black), and wanting to change it to something else, seems to be a common use case.  At least based on Stack Overflow questions.

They can always use `saturate()`, I guess.  But the name `recolor()` suggests that it works on images that are already coloured.  What about having an implicit `saturate()` as part of `recolor()`?
