Note: for overflow:scroll elements, currently (f) is before (e) in at least Blink and Gecko, so scrollbars are actually filtered. Example:

data:text/html,<div style='width: 100px; height:100px; overflow:scroll; filter: blur(5px); background: lightgray'><div style='width: 50px; height:4000px; background: lightblue'>TEXT</div></div>
