For super-bold fonts such as Frankfurter, the default on-top / centered stroke is fine

but for most other fonts (plus thick strokes) the outset stroke (the underlapped stroke set via "paint-order: stroke fill" or later the outset stroke set via "stroke-align:outset") is the only acceptable option:

Hoping that the other browsers will support "paint-order: stroke fill" for HTML text (not just for SVG text) as well ...
WebKit seems next: https://bugs.webkit.org/show_bug.cgi?id=168601

And also hoping for multiple outside strokes for text, eg using "stroke-align:outset":
