Yes. The SVG syntax is defined in terms of CSS syntax, but also allowing unitless (and some other differences), but it's not implemented that way in browsers I believe. Since WebKit and Chromium (and likely also EdgeHTML) use the CSS parser for WebKitCSSMatrix and that is what is most widely used, it seems to be the more web-compatible approach.
