zcorpan has just submitted a new pull request for https://github.com/w3c/fxtf-drafts:

Also refactor into a common algorithm for both DOMMatrix constructor
and setMatrixValue, since they kept getting out of sync. Explicitly
hook into the css-syntax "parse something according to a CSS grammar".

Fixes #149. Fixes #144.
