[compositing-1] Next steps: CR or another LC?

All,

I updated the css compositing and blending spec [1] per the message I sent
out earlier [2]. The disposition of comments was also updated using
Fantasai's script (thanks!) and the latest comments from James and Tav. [3]

Previous I stated that the spec was going back to LC but checking the
process requirements, it does not seem that this is required. [4]

Can we discuss this on the next CSS and SVG telecons?
If people object to going to CR, I would like to request for the minimum
duration for the LC step (which is 3 weeks from the new publication date).
