[css-compositing] 'border' keyword as part of <area>?

Hi all,

CSS Compositing[1] defines the <area> keyword list. These keywords are used to allow blending or compositing operations to specific paint-phases / areas to the backdrop.

Is there a reason why 'border' is not one of the possible keywords to mix the border with the backdrop?
