OK I want to clear up some confusion I may have caused: 1. I don't want to intermix UI Common with List elements. 2. We have an RNG schema which lets us say things more precisely, but it's not normative; it is, however, useful to tools. 3. We also have an XML Schema, but it's not normative either. It's useful to some tools as well. 4. The normative definition is the text, and it can say one of two things: We can saw that the UI Common can be either before or after the list BUT NOT BOTH, or we can say that the UI Common can be before or after the list, or both. Whichever of these we pick, we'll be able to adjust the prose and the RNG Schema to be 100% correct. The XML Schema may be more lax than we'd like, or it may be capture it perfectly, but that's not a factor I believe we should consider for this particular question. So please let's pick. Leigh.
