The encoding of this testcase is ISO-8859-1 and this results in a different url-encoded value (Ren%C3%AF%C2%BF%C2%BD&) than the expected one (Ren%C3%A9). When using UTF-8 as is required by the Spec and RFC 2396 (11.9.8 Serialization as application/x-www-form-urlencoded, 2.) the test case works correctly. Encoding should be switched to UTF-8.
