Updated draft charter for adoption

Hello all,

At the last meeting, it was *resolved* that

 > Charter approved (with edits mentioned above) in two weeks, unless 
someone objects.
 > Charter with edits must be made available by the end of day 24 
September 2020 to allow for review.

Please review these changes and register any queries, objections, or 
suggested further changes by October 5th. If there are no blocking 
objections by then, the charter will be considered as adopted by consensus.

For anyone viewing these messages in the future via the mailing list 
archives, please note that the github repository will soon be migrated 
to w3c/font-text-cg.
