Consensus (Re: Renewed Call for Consensus: FPWD of Digital Credentials API spec)

Hi FedID WG,

The chairs have seen substantial support for this call and no new
objections. Accordingly, we find consensus to publish the FPWD and initiate
auto-publication thereafter.

Thanks to all who have engaged in discussions so far -- and to those who
will continue to help raise and resolve issues as the work continues. We
know many open issues remain to address, including on privacy and security
considerations, and we look forward to working through them with the group.
