While I agree with your statement that having a dedicated section for "Presence Bit" might be useful I also think it is quite obvious "what" the third part is by looking at the initial table in https://www.w3.org/TR/exi/#header.

Having said that, there is no *active* EXI working group anymore and I do not know whether it is possible (or worth it) to add an errata item to https://www.w3.org/XML/EXI/exi-10b-errata

I am working on an EXI application, and I am slightly confused by what I am reading and it seems to me it might be an oversight in the standard.

In Section 5 'EXI Header' there is a logical flow in the explanation of the parts of the header:

  *   Section 5.2 'Distinguishing Bits' says this is 'The second part...',
  *   then Section 5.3 'EXI Format Version' says 'The fourth part...'
  *   and later there is reference to 'the value of the presence bit that follows the Distinguishing Bits' but there is no actual definition or description in logical order of 'The third part' of the header - which must be the presence bit.

This was confusing. I had to read further into the 'fifth part' to find a reference to the function of the presence bit.

I would suggest there is a missing Section 5.3 'Prescence Bit' that describes this single bit that must be used to either invoke processing of the 'EXI Options document' or to use prior shared knowledge of the format used.
