Anyhow, I think the situation might have changed a lot since then (the page has been last updated 2018/05/07).

Now I'm write ISO 15118-2 source codes, so I get EXI1.0 C source codes,
I download EXIP source codes to compile and build, but it can't correctly
covert between EXI 1.0 format and XML.
Where or how to get EXI 1.0 open C source codes?
