This is a given already due to 1.3 (Does the site use Valid[1]
(X)HTML?), unless people are still using HTML 3.2. Perhaps some
rewording:
3.1 Are all "alt" attribute values equivalent to the image they
replace? (e.g. blank for purely decorative images)
[1] Should that be capitalised?
