That is supposed to be a resource. For all the data we preloaded they are resources ... checks ... looks like there was a bug in the data creation tool configuration file. With any luck that will be the way to fix existing data. Re-edit and the form should populate OK from the literal but on saving will be corrected to be a resource. This needs to be tested.
