This is wrong. A non-transitive property can have transitive sub-properties, even if this property is meant to represent "steps". It is entirely up to the data publishers to decide what this "steps" are, and if they want to use transitivity and inference, so be it. But of course this is indeed not what happens for the usual thesaurus relationships, ie. BT and its specializations.
