How create collections in Skos?

Hello,

first:I would like to create collections, I use SkosEd with Protégé4, I read
about Collections,
But I doesn't find a way to create them ?
second: is it necessary to create ConceptScheme before
assigning individuals to  collections or  to Classes (rdfs:subClassOf
Skos:Concept) ?
