Dear Bernard, a possible way is to define new concepts for "Région", "Canton" and "Land" ... as more specific (is-a) than ADM1 and put corresponding instances (the locations) under them. Actually this is what in Trento we are doing for the Italian "Regione" (ADM1), "Provincia" (ADM2), "Comune" (ADM3), "Frazione" (ADM4). Moreover what we do is to connect them with a part-of relation (e.g. "Provincia" part-of "Regione"). Of course in SKOS you can just use BT/NT relations and use alternative labels for cases such as "Canton" and "Kanton".
