provides the namespace URI: 
- core: http://www.w3.org/2004/02/skos/core# and http://www.w3.org/TR/skos-reference/skos.html
  both bring us to the March 2009 "Candidate Recommendation" edition
- xl: http://www.w3.org/2008/05/skos-xl# and http://www.w3.org/TR/skos-reference/skos-xl.html
  likewise the xl CR

Will this be changed in the near future.
